To go slightly more in-depth with it, the canister could be brought to a medical facility or body mod parlor (like more advanced version of a tattoo or piercing parlor) and the information in the canister would be used to do the modification. The canister on its own is just information that can be conveyed to the machines that do the restructuring.
2. & 3. Due to Ed's unique situation, you can pick and choose between your options on this. If you would prefer that the physical changes don't work, or only some of them do, while he does regain the memories, that's fine. It can be counted to either the canister being damaged in transit, or he could have the option to pick and choose what parts to accept in the restructuring.
4. While normally I'd ask that canon update effects apply across the board, since Ed's situation is complicated by him being a CRAU, I'm fine with making an exception.
