All of this sounds like it would be perfectly fine. The only issue I could see would be that characters are generally required to register with Orientation in order to get an access account for the network in-game. However, some characters have gotten additional devices besides their main ones with alternate handles, or to post anonymously, so he could do that, providing he broke toy code to speak to someone who sells those devices in the city (could be an NPC that never comes up again).
Inanimate objects regularly come through the portal. If a limp and apparently non-living doll came through, they would scan it. Assuming the doll in question didn't have obvious life signs, they would then get the code for the reality the doll came from and see if anyone currently in the city came from that reality and might own the doll. If not, he would likely be stored somewhere in the Orientation Unit of the Perimeter Guard. It would be relatively easy for him to sneak out.
