1.) The answer to this one would definitely depend on what angle you were playing his hacking from, what he was looking for specifically, and where he looked. I am 100% in support of characters being able to snoop into the government like this, though they generally only find that the government is on the level and not hiding anything. Monitoring for the network is no more in-depth than it is in the real world - flags for particular combinations of keywords that indicate serious crimes in the making, and investigations after crimes occur.
2.) There would be no restrictions for him aside from the 18+ logs, and if he has a birthday and turns 18 in-game, he would no longer be restricted from those. Drinking age in-game is 14.
3.) He would absolutely be able get GED certification and participate in online courses. These would be offered through Riverview University and/or other specialized schools in the Quarantine. Upgrades would be free of charge, and there is a special grades-based grant for new arrivals that he could receive for taking full courses in university or college.
4.) They would process the weapons license and registration upon his arrival, so you could assume he leaves orientation with both the license and the staff/belt.
