1. At the age of 16-17 she wouldn't be assigned a guardian at all!
2. Unfortunately, because of the way Sunny is portrayed, she would be considered an appable character and couldn't be brought in as an NPC. Beatrice, however, has less consistent personality and may be considered. A request for Beatrice and rationalization as to why she wouldn't be appable would be something to include in your application.
3. College would absolutely be an option over high school for part or all of her education. There is a provision for new arrival students to get grades-based scholarships for college or university, and she would undergo aptitude testing to place her.
4. The older siblings could absolutely serve as guardians for younger ones. Housing changes can be requested on the housing pages at any time, so if her brother were to be apped, you could make a request for them to live together. If she arrives with Beatrice, she would automatically be housed with her.
