1) Yes absolutely. Let's start off with the 250 points for level 13, and then 100 per bump. The prices on the AC Bonus Page are probably going to rise relatively soon anyhow because everyone has been an absolute tagging monster, but I'm more than fine with you using this mechanic to level him up.
2) Absolutely, and it's encouraged! The Quarantine is based around the concept of people from other worlds coming in and joining in society as soon as possible, so a character could get a loan and all that (play it with however much realism would be fun for you on that end, the game is definitely not intended to be fussy about financial details). To have a character start a business, all you would need to do is make a write-up about it in an entry on the character's journal (or a musebox or personal journal, wherever you would like it) and submit that to the Occupations/Businesses Page. The business could have employees if other characters wanted to join, and there are activity point bonuses available for posting business-related mingles for other players to enjoy as well as a 'business bonus' perk for franchising etc. (You don't need to spend activity points to start a business.)
