Unless they're marked private, threads on the network community are generally public for anyone to read, and they are cached if characters care to scroll back (including characters who only just received their devices). Entries can have various levels of security (similar to DW or Plurk) and be locked to certain people or certain groups. Conversations in IC inboxes are considered to be person-to-person individual calls that are not visible to anyone but the people holding the devices in question.
