Generally, most people in Riverview carry weapons, mostly because of the type of society it is. However, like you said, for characters under 18, this would be handled differently.
I hadn't put much thought into it before, but I like your suggestion of a youth license very much, so we'll go with that! Characters under 18 who want to be armed can take gun or weapons licensing programs at any police station in Riverview and get a license to carry and purchase weapons (all of which would be automatically registered at the shop when they purchase). If they got caught having weapons without a license, they would have them confiscated and it would be a three strike sort of system before anything more serious happened.
On an OOC level, if you wanted to play with Carl getting away with unlicensed weapons or getting caught, either is fine. Play what is most fun for you!
