Thanks for your question! In this situation, I left it vague because I wanted players to have the freedom to choose devices that would work best for their characters. If a character arrives with a device, they would still be offered one from the Quarantine during Orientation.

Other than that, access to the network and internet in the city works pretty much like the real world - it can be accessed by the same person with a variety of different devices, and the only difference is that all the devices are tied to the same username. Characters are free to purchase new devices, additional devices, or trade at establishments that offer electronics trades.
