It wouldn't be immediately volunteered in Orientation, because the focus there is trying to kindly encourage new arrivals to stay, but if a character asked, they would be told the truth about this.

I'm going to add a link to this question on the Arrival page, since it seems like it'd be asked pretty frequently by newly arrived characters.
