i have a question i'm not sure has been asked yet, i'm sorry if it's been answered or clarified somewhere and i missed it.

basically: for the AC points perks, how does it work ICly? some are pretty straightforward, but i was thinking about new/additional powers and how these would come to be for a character. what would the IC explanation be for the sudden power? would characters know ICly that this can happen, would it be a surprise, or something they chose? is that up to players or does it depend on what the power is?
