Addressing the first question - whether or not there would be repercussions for feeding on people the regular way would depend on how he went about it. There's likely a group of NPC volunteers who would be willing to be fed from, and if he fed from them or someone else who consented to be fed on, there wouldn't be any repercussion. If he attacked someone to feed without consent, it would be the same as any other assault committed by a player character. I am absolutely not against characters doing that kind of thing in game, and am always willing to work with whatever level of repercussions you'd like to play with, from getting away with it, to making a player plot out of it and having other characters invited to find the attacker, to having him caught and punished and working with you to make him still playable during that time.

The answers to the rest of these questions essentially boil down to 'yes' - any of the options you've suggested would work in the framework of the game, and specifics would mostly depend on what would make the character enjoyable for you to play. All of your suggestions for immunity or protection from the sun would be workable in the setting, and the medical tech in the city is absolutely advanced enough to remove the chip...so it all boils down to your preference. I can work with you to find reasons that any of your options (or others) could or couldn't work in the setting.
