The moon is not completely inaccessible - while the colony was made to be as self-sufficient as possible, they do receive supplies from the Capital World on a semi-regular basis, so spaceships do arrive and leave periodically. However, since the city is a Quarantine, there are special measures in place to ensure that no one leaves.
Which leads to your actual question! There are almost definitely abandoned spacecraft (and hovercrafts and other vehicles) in the Abandoned City. Players are welcome to have their characters explore and find them, and work on getting them fixed up as long-term projects. The only problem I can see is that there would be in-character consequences if they were to attempt to escape the moon in the ship (due to the aforementioned status as a Quarantine). Most likely, if a ship was rebuilt and characters tried to use it, it would be shot down, which could result in serious injuries or death to the characters involved. ETA: Just wanted to add that, while that's the most likely outcome, it's also not set in stone, and we could discuss more if the plot progressed to that point.
However, that being said, I am perfectly comfortable with you doing a plot like this, up to and including making the ship (eventually) functional. As long as the timeline and execution is realistic, you communicate with me when/if things progress to that point, and are willing to accept in-character consequences, go for it!
