I haven't named any yet, but I know the Mayor and some of the other political figures in the city show up in the media, make public appearances, and that kind of thing, basically like any political figure would in the real world. If you need more in-depth information on a particular figure, let me know and I'll make one up with a general personality/policies/etc.
Characters can learn anything they want about the Capital World! There's quite comprehensive information available, and while Riverview Quarantine is physically cut off from the outside world, they are not digitally cut off. Characters have access via the network/internet to anything available on the Capital World's internet - fan/video/music websites, research databases, online encyclopedias, language classes, instructional videos - if it's on our version of the internet, there's probably some equivalent available in Riverview.
