The only restrictions placed on characters that are under 18 have to do with explicit sexual content, for example not being allowed to participate in adult prompts, though the drinking age is only 14. When it comes to fighting or weapons no eyebrows would be raised unless he was very underage, for example, 10, and even then there is a cadet unit for the Perimeter Guard.
For the question of his inventory, I am perfectly fine with him coming through with the whole thing, or limited. Whichever you would like is fine. As for how it would work of he were to bring it, I'm also fine with whatever you would like! I know some players have assumed it's a small pocket dimension or a bag that looks smaller than it is in the inside, both are acceptable. The setting is pretty flexible about that sort of thing and so am I!
