First off, Zacharie breaks the 4th Wall with the grace of a rhino in a China tea shop. In addition to being able to address the Player by whatever name they entered at the beginning of the game, Zacharie is aware that the world of OFF is just a video game. From commenting on the graphics to instructing the Player to read the Read Me page in the game's files, he's not exactly subtle about it either. This applies to OFF's canon only. He will not be able to tell that he's in an RP game, nor does this extend to any other player's canons (he wouldn't be able to tell Batman he's from a comic, for example). As far as Zacharie's concerned, only OFF's world is just a video game in the end.
Zacharie has a tendency of 'showing up' when someone just so happens to need a merchant or a guide-like character. This is treated as a sort of teleportation ability. However it won't let him get into any places that other characters normally can't, bar mod permissions.
As the items merchant in the game, Zacharie has access to an unlimited amount of the items he sells. The items in question can be found here under the General and Equipment sections (aside from the Days). If this is too much, please let me know and I'll provide a list.
Finally Zacharie's shown to speak French, English and a bit of Spanish and some Latin.

Chill - Zacharie is someone who rarely looses his cool. There is only one event over the course of the game that upsets him (if the player defeats the Bonus Boss, Sucre) and even then he's rather quiet, simply remarking that "It's better like that.". Aside from that Zacharie is content to roll with OFF's plot - although it helps that Zacharie likely knows everything about said plot to begin with. Even winding up in another world will be met with minimum surprise. "I am in another world? Excellent. Would you like to buy something?"
Business man - Unsurprisingly as the only items merchant in OFF, Zacharie is good at selling his products. While he prefers cash - or credits, as it's known in his world - he's not against trading for items either. He'll likely adapt to Riverview quickly so he can get started on selling people junk, be it by buying with money or trading.
Helpful - Zacharie takes on the role of the Judge during Zone 3 to provide helpful information for the Player, making him a sort of part-time guide character. In Riverview Zacharie will also take on this role to help others by gathering as much information as he can since the plot isn't at his fingertips here. So if someone new needed a helpful guide, he's your slightly creepy friend!

Strange - While Zacharie doesn't bother hiding the fact that he's an NPC in a video game and doesn't find anything weird about it either, others likely will. After all, would you be willing to trust a strange, mask-wearing weirdo who says he's from a video game and sells even weirder items? Probably not.
Secretive - In addition to the above, Zacharie is someone who plays his cards close to his chest. OFF leaves a number of things up to the player's imagination and the merchant is one of the more mysterious characters in the game. We never find out what his relationship with Sucre is, how he knows Japhet or Hugo or how he met the Judge and his brother Valerie. He's not one to lie but at the same time Zacharie doesn't seem interested in explaining much about himself beyond the fact that he's the merchant of the game.
Neutral - Zacharie is the items merchant and people buy stuff from him. He's not too concerned with the type of person who buys from him is nor what they'll do with said items after they've left his hands. It doesn't matter if you're a good person buying healing items to help out a friend or a man on a mission to purify the world by destroying it, Zacharie will sell you something.
