You don't actually need to expend AP to start a business! You can feel free to go ahead and get it set up, and you could expend AP if he wishes to upgrade/franchise or otherwise majorly alter the business in the future. Just post up a description and where and how other characters can apply to work there (if applicable) on the Occupations/Businesses page!
