He has extensive experience with battlefield tactics and strategy, various types of terrain, stealth and infiltration, demolitions, aircraft piloting and vehicles, and several types of weaponry including firearms, throwing knives, and garrotes. He was trained in combat by the best of the best in his day, and trained even more as a brainwashed KGB operative. With SHIELD, he got up to date on a lot of technology and he's good at figuring things out. He also has a super-strong bionic arm that can discharge electricity or an EMP, and considerable leadership skills as Captain America. That said, he also knows when to follow an order, due to his military upbringing.
